Or rather, according to the Dreadful Wikipeejah, the 'nation of shopkeepers' is from 'The wealth of nations' rather than some militaristic French chap. This leads a fellow to wonder about the set of circumstances required for 'nation of scrap-dealers' to be used instead and then speculate about the nature of a story involving same.
Perhaps some odd version of the industrial revolution which became more distributed because, um, railways got invented faster and the whole just-in-time thing happened two hundred years too early?
