It more affects the ability of his team to get on any other race with him still included in the squad. Other teams have suspended riders so that they could come to the Tour and Giro etc so negotiations for the Vuelta and other races this year may have started already...
I dunno that it's any more than speculation. Unless there are pics on FB of him taking bong hits from a canister of aircon fluid. In which case he'll be taken away in a locked cage and carefully poked with sticks by men in white coats.
